GOVERNMENT AFFAIRS

Five great reasons to invest in REALTORS® interests...

l. Laws and regulations shape the way you do business. Every day, elected officials make decisions that could determine your profits!

2. You're not alone... so why act alone? You're part of the REALTOR® family, 750,000 strong nationally and 7800 strong in Utah. If REALTORS® pool their resources, they can speak with authority on major real estate issues.

3. REALTORS® already have a strong program for group action... Political Survival Fund (RPAC). It's a proven way to get YOUR views across to public officials.

4. RPAC promotes your views on issues and supports candidates who will represent REALTOR® interests. REALTORS® at the local state and national levels work hard to make the right contribution decisions.

5. A little goes a long way with RPAC. Private citizens can contribute to any candidate or issue. But RPAC offers another way -- a more powerful way -- to invest in your future through group effort and group political contributions.

What is RPAC?

RPAC stands for REALTOR® POLITICAL ACTION COMMITTEE. RPAC oversees REALTOR® political fund raising programs. RPAC collects money into one political fund and then, guided by a strict formula, splits the money between URPAC, which supports state candidates BORPAC (Board of REALTORS® Political Action Committee), which supports local candidates, and IPAC, which supports issues and grassroots political activities.

Who Directs RPAC Activities?

A RPAC Fund Raising Committee balanced with one member from each Local Board and a chairman appointed by the President of the Utah Association of REALTORS®, is responsible for collecting RPAC funds. Each year the URPAC Trustees determine fund raising goals and coordinate the efforts of the Fund Raising Committee.

What Does RPAC Do?

* Streamlines political fund raising efforts for Utah REALTORS® by collecting funds through one group effort. RPAC then divides funds between candidates and issues according to agreements approved by the Utah Association of REALTORS® Board of Directors.

* Offers boards training and assistance in fund raising techniques.

* Encourages boards to implement a dues billing system to attract REALTOR® support.

* Conducts annual political fund raising drives in cooperation with boards.

* Provides recognition and awards for fund raising efforts.

What is URPAC?

URPAC stands for Utah REALTORS® Political Action Committee. It is a voluntary, non-profit group of Utah REALTORS® interested in preserving private property rights.

URPAC provides the structure for Utah REALTORS® to contribute as a group in local, state and national election campaigns. It focuses on the PEOPLE who run for office.

Who Directs URPAC Activity?

A Board of Trustees directs URPAC activities. It IS NOT affiliated with any political party. Trustees decide to support a candidate based on his or her stand on private property rights and free enterprise principals.

How Does URPAC Work?

Each year, URPAC receives a share of funds raised through RPAC fund drives. URPAC uses its funds to support candidates for state office --House of Representatives, State Senate and state constitutional officers such as Governor. The NATIONAL ASSOCIATION OF REALTORS® uses its funds to support federal candidates and issues. Local boards use their funds to support candidates for city or county office.

What is IPAC?

IPAC stands for Issues Political Action Committee. IPAC is a voluntary, non-profit organization of Utah REALTORS® interested in working on public issues which affect real estate. IPAC does NOT work to elect candidates for public office. Instead, IPAC works to influence public opinion for or against issues. For example, IPAC might work to get voters to approve a ballot question. IPAC is not affiliated with any political party.

Who Directs IPAC Activity?

The URPAC Trustees also direct IPAC. Trustees keep abreast of important real estate issues and when an issue arises that warrants support, IPAC works to educate the public and to mobilize public support for the REALTOR® position. Each year, RPAC distributes funds to IPAC, with a split going to both state and local IPAC accounts.

What Does IPAC Do?

When a REALTOR® identifies a real estate-related public issue, he or she should contact a Trustee or the Government Affairs staff of the Utah Association of REALTORS® to provide specific information on that issue.

If the issue affects the real estate industry statewide, the Trustees will consider funding a program to promote the REALTOR® position on that issue. If the issue affects only the area within a board's jurisdiction, IPAC may recommend the board handle the issue through its own Issues Committee.

The local BORPACS will receive 20%. IPAC will receive 20% of funds raised by RPAC.
